Phillip J. Windley, Ph.D. is an Enterprise Architect in the Office of the CIO at Brigham Young University where he is responsible for developing university technology strategies and leading efforts to achieve them. Dr. Windley also directs a laboratory, Pico Labs, of full time and student researchers at BYU. Pico Labs creates Internet of Things technology aimed at creating connected devices that are as distributed and decentralized as possible. Pico Labs is responsible for Picos, an actor-based programming system that supports people-centric, reactive programming on the Internet of Things.

Dr. Windley is a frequent author and speaker on the Internet of Things, event-driven systems, digital identity, web architectures, web services, and programming language design. He writes the popular Technometria blog which contains numerous articles in these areas and others. He is the chair of the Sovrin Foundation as well as the co-founder and organizer of the Internet Identity Workshop. Dr. Windley is the author of the books The Live Web published by Course Technology in 2011 and Digital Identity published by O'Reilly Media in 2005. Dr. Windley is also an Adjunct Professor of Computer Science at Brigham Young University and Executive Producer of IT Conversations, a popular network of technology podcasts.

Dr. Windley has been a professor of Computer Science at Brigham Young University (twice) and the University of Idaho. He was also the Founder and Chief Technology Officer (CTO) of Kynetx, the company behind the open-source connected-car product, Fuse. Windley served from 2001-2002 as the Chief Information Officer (CIO) for the State of Utah, serving on Governor Mike Leavitt's Cabinet and as a member of his Senior Staff. In this capacity he was responsible for effective use of all IT resources in the state and advised the Governor on technology issues. During his tenure, the State was repeatedly recognized by many national groups for its excellence in the areas of IT and eGovernment.

Windley received his PhD in Computer Science from the University of California, Davis in 1990. Prior to doing graduate studies, Windley worked for 4 years as a nuclear metallurgist and a member of the technical staff at the Division of Naval Reactors in Washington, D.C. His duties included overseeing nuclear core and plant material testing in the Advanced Test Reactor. Dr. Windley served as an Engineering Duty Officer in the US Naval Reserve including five years on active duty and nine years as a drilling reservist.

Phil has been a computer science professor at BYU, founder and CTO of several hi-tech companies, and served as CIO for the State of Utah. He holds a Ph.D. in Computer Science from University of California, Davis.
